As you know, the decision was delegated to officers by the committee, and I confirm that today approval has been granted. Representations received after the committee meeting have been noted and taken into account. As you heard on wednesday, the committee had serious concerns about the proposal, but they did appreciate that their options were severely limited by the Inspector's decision which gives the applicants a live fallback position, and makes the prospect of having 2 masts a real possibility.

I can confirm the approval granted includes a requirement to plant a hedge to screen the cabinets, although this would be subject to WSCC Highway's agreement and if they object then a hedge could not be delivered, but we will cross that bridge if and when we get there.

I am sorry the planning procedures we have to go through are somewhat cumbersome but that is how the legislation is drafted.

Despite acknowledging 69 objections the officer's advice won the day.

Two members of the public spoke as objectors to the committee, our Chairman, Chris Lindsay and Alan Green on behalf of Conservation Committee.

Most members spoke and the majority said they wanted to wanted to refuse the application but the officers said that if they did the applicants were likely to appeal they would most likely win and would be awarded costs against the Council. Even if the operators were forced to move to the bushes on appeal the door would be open for another mast to be built the original site (under the previous approved application) and there was nothing that could be done about it.

It was proposed to leave the decision to the officers and 3 members voted to do that and the remaining 7 abstained.

Some suggested objections in brief are

1. The equipment cabinet at 2.5 cubic metres, 88 cubic feet, plus another smaller meter cabinet are twice the size of those in the previous application. It is ugly as is the 12.5 metre, 40 feet, plastic coated mast and as sited could not be more visually intrusive.

2. The applicant has presented misleading information as to the height and closeness of bushes and the single tree.

3. All visitors from the N.W. will see this installation on the City boundary, as will those travelling out of the City, & out of the Parklands area.

4. The applicant has been requested to move the installation near to an existing gas/electricity installation & thus minimise the visual impact, by means of the greenery there. The Residents Association would be prepared to add additional plants.

5. The Residents Association has, as a Community Effort, planted a selection of flowers & shrubs in this vicinity, in order to improve the entrance to the Estate. That involved many Residents volunteering their labour, with the Primary School children helping, and additional support from the the Parish and District councils

6. Under the new approach to Localism & Volunteers, residents views should be acted upon.
